So originally I planned tissue paper art but then realized I had so many scraps of wrapping paper I had initially saved for this purpose and went with those instead! (I love to save things and give them another purpose and use what I already have before charging into something new!)
Since Theo is still pretty young, I pre filled the paper with glue and he went ahead and stuck the decorative pieces wherever he pleased. Since he's never done an activity like this before, he needed a little guidance (totally normal for his age) and with a little of that he filled every spec of glue with the wrapping paper!
Some of the other materials I had in there were pieces of ribbon, the wrapping paper and glitter, (your littles will definitely need some supervision if using things like ribbon and glitter-those can be choking hazards.)
If you have “sticky paper” (essentially laminate) this may be a little better for little ones to just stick things to, you can skip the whole glue process.
If they have used glue sticks in the past, I would also consider allowing them to use them prior to sticking!
